From Canada and just succeeded renewing account.
Selected ZAR as country
Used a US Mastercard 
Was declined!, but received txt message from MC stating a declined transaction. Answered YES; told to try again
Input same info and was Accepted. Checked MFC and updated subscrption with added 365 days.
If one doesn't have a US card, you can try your CDN and use 3 numbers of Postal Code with 00 after as Zip andf that might work
